Romney would veto immigration "dream" act (Reuters)

LEMARS, Iowa (Reuters) ? Republican presidential contender Mitt Romney said on Saturday he would veto a proposal granting U.S. citizenship to undocumented immigrants who were brought to the country as children, a pledge that won hearty applause from Iowa conservatives he hopes to win over.

A young woman asked Romney about the bipartisan proposal known as the Dream Act, during an appearance at a crowded restaurant in Le Mars, a conservative Republican stronghold in western Iowa.

"The question is if I were elected and Congress were to pass the Dream Act, would I veto it and the answer is yes," Romney said.

"For those that come here illegally, the idea of giving them in-state tuition credits or other special benefits, I find to be contrary to the idea of a nation of laws," Romney said.

"If I'm the president of the United States I want to end illegal immigration so that we can protect legal immigration. I like legal immigration."

Under the Dream Act, which was brought up in the Senate in May, young undocumented immigrants who have lived most of their lives in the United States and graduate from U.S. high schools would be eligible for a conditional six-year "path to citizenship" if they earn a college degree or serve two years in the military.

Romney also said he would secure the U.S.-Mexico border with a fence and enough Border Patrol agents to guard it.

The remarks drew vigorous applause in Le Mars and at a later appearance in Sioux City. Romney said he would eliminate the "magnet" that draws illegal immigrants by cracking down on employers who hire them.

"We need to give those employers the tools they need to determine who's legal and illegal," he said. "But if they have those tools and don't use them, we're going to go after them just like we go after employers who don't pay their taxes," Romney said.

He said he would continue a provision that grants a fast track to citizenship for foreigners who serve in the military.

Romney has led in the opinion polls ahead of Tuesday's Iowa caucus, which kicks off the state-by-state contests to choose the Republican presidential candidate who will challenge President Barack Obama, a Democrat, in the November 2012 general election.

But he has not sealed the deal with some Iowa Republicans who doubt his conservative credentials because of his history as governor of left-leaning Massachusetts.

"We need a staunch conservative to the max and I just don't see it in anybody other than (Rick) Santorum," said Pat Renken, a Le Mars resident who manages a grain elevator. He turned out at a Romney rally despite planning to vote for Santorum, a conservative former senator from Pennsylvania.

"There's nothing that turns me off about him (Romney)," Renken said. "I just like Senator Santorum more."

DES MOINES, Iowa ? Mitt Romney is under direct attack on the airwaves for the first time in the 2012 presidential primary, as a super PAC supporting Jon Huntsman?s underdog campaign launches television ads in New Hampshire searing Romney as a political ?chameleon.?

The commercials from Our Destiny PAC are the sharpest yet directed at Romney, whose primary foes have largely avoided hitting him through paid media. An official with the group said the buy for the commercials is roughly $300,000 for broadcast and cable television.

The ads come at a moment when the effort to stop Romney increasingly appears to be too disorganized and slow-moving to deny the former Massachusetts governor a victory in New Hampshire and possibly the larger prize of the GOP nomination. The New Hampshire primary is now 11 days away and Romney?s poll numbers in the state are stronger than ever.

Indeed, with only days left until the Iowa caucuses, Romney wrapped up a bus tour here on a triumphant note, with New Jersey Gov. Chris Christie exhorting voters to support Romney or else Christie would ?be back, Jersey style.?

And though Romney?s GOP opponents have sniped at him throughout the week, the heaviest incoming fire has continued to come from Democrats. Friday was no exception, as the Democratic National Committee released a web video criticizing Romney for not releasing his tax returns, and the Obama campaign pounced on an off-message remark by one of Romney?s sons to accuse him of pandering to the political fringe.

During a campaign stop in New Hampshire, Matt Romney was caught on-camera by the website Patch joking that his father might release his tax returns if the president ?releases his grades, and birth certificate, and sort of a long list of things.?

Obama campaign manager Jim Messina responded in a tone of outrage, writing in a fundraising email to supporters: ?This is how the Romney campaign thinks it?s going to win the Republican primary: by pandering to the dead-ender fringe of extremists who still question where the President was born.?

China Points Finger at Officials for Bullet Train Crash

A long-awaited government report said design flaws and sloppy management caused a bullet train crash in July that killed 40 people and triggered a public outcry over the dangers of China's showcase transportation system.

A former railway minister was among 54 officials found responsible for the crash, a Cabinet statement said Wednesday. Several were ordered dismissed from Communist Party posts but there was no word of possible criminal penalties.

The crash report was highly anticipated by the public. The disaster near the southern city of Wenzhou also injured 177 people and had triggered a public outcry over the high cost and dangers of the bullet train system, a prestige project that once enjoyed lofty status on a level with the country's manned space program.

Regulations had required the report to be released by Nov. 20. When that date passed, the government offered little explanation, drawing renewed criticism by state media, which have been unusually skeptical about the handling of the accident and the investigation.

The Cabinet statement cited "serious design flaws and major safety risks" and what it said were a string of errors in equipment procurement and management. It also criticized the Railways Ministry's rescue efforts.

The report affirmed earlier government statements that a lightning strike caused one bullet train to stall and then a sensor failure and missteps by train controllers allowed a second train to keep moving on the same track and slam into it.

Those singled out for blame included former Minister of Railways Liu Zhijun, a bullet train booster who was detained in February amid a graft investigation. Also criticized was the general manager of the company that manufactured the signal, who died of a heart attack while talking to investigators in August.

The decision to assign blame to one figure who already has been jailed and another who is dead, along with mid-level managers who have been fired, suggests any additional political fallout will be limited.

Several officials including a former Communist Party secretary of the Shanghai Railway Bureau were ordered dismissed from their party posts, a penalty that is likely to end their career advancement. Others received official reprimands but there was no mention of possible criminal charges.

The bullet train, based on German and Japanese systems, is one facet of far-reaching government technology ambitions that call for developing a civilian jetliner, a Chinese mobile phone standard and advances in areas from nuclear power to genetics.

The bullet train system quickly grew to be the world's biggest but has suffered embarrassing setbacks. After the Wenzhou crash, 54 trains used on the Beijing-to-Shanghai line were recalled for repairs following delays caused by equipment failures.

Critics complain authorities have spent too much on high-speed lines while failing to invest enough in expanding cheaper, slower routes to serve China's poor majority.

Beijing is rapidly expanding China's 56,000-mile rail network, which is overloaded with passengers and cargo. But it has scaled back plans amid concern about whether the railway ministry can repay its mounting debts.

On Friday, the current railways minister, Sheng Guangzu, announced railway construction spending next year will be cut to about $65 billion, down from this year's projected $75 billion.

A failure to expand rail capacity could choke economic growth because exporters away from China's coast rely on rail to get goods to ports.

The rail ministry's reported debt is $300 billion. Analysts say its revenues are insufficient to repay that. That has prompted concern the ministry might need to be bailed out by Chinese taxpayers.

The BBC has filmed the moment when a venomous cone snail engulfs its prey, spears it with a harpoon-like barb, paralyses it and eats it.

The fish-eating Conus geographus is the most venomous cone snail known.

There are more than 640 different species of the predatory cone snail, or Conus, globally, most of which live in the tropics around coral reefs.

Cone snails are the largest known genus of invertebrates. They eat molluscs, worms or fish, which they catch using "harpoon-like" spears that are loaded with a venomous containing up to 200 different toxins.

Howard Peters, a marine biologist at the University of York in the UK, is studying the global population of cone snails.

He says their venom makes them totally unique.

"Their venom - and the way they deliver it - is the most interesting thing," he explains.

"What they tend to do is bury themselves in the sand and then use their sensors to detect when a sizeable fish comes along.

"They manufacture and store little hollow harpoons in a sac in their body, and they have another sac which synthesises venom."

When the snails sense a worm, mollusc or fish approaching, they "load" their harpoons into their proboscis, and arm them with venom. This poisonous mixture acts as a neurotoxin; it affects the prey's nervous system.

"[They] dart the fish, which it is left paralysed and then eaten," says Mr Peters.

Fish-eating cone snails like the Conus geographus only use a harpoon once. They swallow it while digesting their prey.

Conus geographus was filmed for the BBC Two programme Great Barrier Reef in an aquarium at the James Cook University in Cairns, Australia.

On average, each species has 100 toxins - meaning there are about 50,000 different toxins across all species of cone snail, with very little replication.

Their nerve-blocking chemical cocktails have triggered a great deal of interest in the cone snail in the field of biomedical research.

Cone snail toxins, Mr Peters says, have been studied and developed in to a painkiller for cancer sufferers, which has similar properties to morphine.

These biologically active molecules - known as peptides - have also become the focus of research for drugs to treat epilepsy, Alzheimer's, and Parkinson's.

While cone snails are not being over-fished for research, Mr Peters warns: "If a species goes extinct, you lose the potential to use those toxins forever."

He has been studying cone snail populations around the world to establish which species are vulnerable or already under threat, and is providing the International Union for Conservation of Nature (IUCN) Red List of Threatened Species database with information.

"We have to research every species, its abundance, its distributions, conservation measures, and [the] trade in them," he says.

Snail trade

The 120 or so species of cone snails on the Great Barrier Reef are among the best protected anywhere, with 90 different species found around Australia generally.

The species around the coral triangle and the south Pacific are widely distributed in a number of areas including Papua New Guinea and the Philippines.

While they are mostly found in shallow water up to 20m, there are a number of deep-water species that can live as deep as 500m.

But it is hard to know the status of deep water species as no-one knows where they are, and smaller species in specific locations could face uncertainty in the future, says Mr Peters.

"Occasionally you'll find a species which is highly restricted - that lives in a single bay of a single seamount (undersea mountain)," he says.

"They are more likely to become threatened due to habitat loss."

The biggest dangers to cone snails are thought to be pollution, destruction of habitats and dredging.

Mr Peters adds that it is important to protect the the snails in order to avoid an imbalance in the food chain.

But there is also an international trade in cone snail shells; rare specimens can fetch up to US$5,000.

"Shell collecting seems an innocent pastime but it is one area that can have a high impact," says Mr Peters.

"The trade in cone snail shells is mostly fairly low-cost; [but] it's a bit like postage stamps.

"Professional collectors look for rarity, size and quality, which makes [a shell] more valuable.

Left-handed cone snail shells, meaning they grow by coiling around to the left - something that is much less common than a right-handed shell - also increases the value."

Precious and deadly

Conus geographus is thought to have caused at least 30 human deaths; a person has about a 30% chance of surviving if stung, according to Mr Peters.

His research, which he is undertaking for his PhD, draws together expert opinion from around the world, and is due to be completed in a year's time.

When it is, it could provide a crucial yardstick against which to measure cone snail populations in the future.

    Rising Green Movement Launches Counter-Attack Against Shale Oil Boom

    WASHINGTON, Dec 27 (Reuters) - A resurgent green movement is launching a multi-pronged counter-attack against the shale oil and gas boom in the United States that could slow, though ultimately not stop, development.

    Building upon their unexpected success in the battle against the Keystone XL pipeline, a renewed onslaught from environmentalists is putting the shale industry on the defensive while adding to costs, limiting expansion and potentially scuttling major projects.

    "I think it's the totality of what's going on all at once, that's the biggest concern," said Barclay Nicholson, a lawyer for the Washington-based Fulbright & Jaworski law firm, which has represented companies involved in shale development.

    With new oversight pending from federal and state authorities and lawsuits, Nicholson said critics of shale development have a plethora of avenues to fight back.

    Environmentalists, alarmed at what they see as unchecked industrialization of rural areas, say they are working to secure more regulation of the rapidly growing shale industry to protect fragile areas from damaging practices.

    PIECE MEAL APPROACH

    After legislation aimed at addressing climate change failed to make it into law last year, green groups have been forced to take a more piece meal approach to energy policy.

    That strategy worked well against TransCanada's proposed Canada-to-Texas Keystone XL pipeline, which environmentalists successfully turned into a potent symbol of the threat of carbon-intensive oil sands crude.

    In November the Obama administration delayed the project, once described as a "no brainer" by Canada's Prime Minister Stephen Harper, after a wave of protests erupted in Washington and on the campaign trail.

    The decision was like a shot of adrenalin for the green movement and groups are planning more creative and high profile efforts to fight a range of energy projects.

    Republicans in Congress maneuvered to keep Keystone alive by including a provision in tax legislation that would force the White House to make decision on the project within 60 days.

    But green groups have vowed to fight on and the administration has already said it cannot approve the project because of the time needed to study new routes.

    "For the moment we're stuck fighting one pipeline, one gas well at a time," said Bill McKibben, who rose to prominence with his staging of huge protests against Keystone and is now using his influence to attack the fracking bonanza.

    FRACKING IN THE SPOTLIGHT

    Oil and gas companies are using advanced drilling techniques to unlock vast stores of shale fuel across the country, which is bringing legions of rigs, trucks and workers to areas unused to such activity.

    The companies employ the controversial "fracking" drilling process, that involves fracturing rock formations by shooting vast and often secret cocktails of water and chemicals deep underground to free a trove of hydrocarbons.

    The oil and gas industry argues that the fracking technique has been used safely for years and advances in the practice have set off a revolution that is creating jobs and boosting U.S. energy security.

    But, environmentalists warn against downplaying their concerns about fracking.

    "I'm not sure that they really want a Keystone XL fight on their hands, because the public is strong and they're not going to back down on this issue," said Deb Nardone, director of the Sierra Club's natural gas reform campaign, which formally launched this year.

    Worries about shale output have already prompted the Environmental Protection Agency and the Interior Department to begin crafting new regulations that address issues such as wastewater disposal and disclosure of chemicals.

    Green Groups have made headway with their appeals in New York, where authorities have imposed a temporary moratorium on shale drilling. Environmentalists also cheered a decision by regulators to delay a vote on lifting a ban on shale drilling in the Delaware River basin that affects the states of New York, Pennsylvania, Delaware and New Jersey.

    John Sachs, a director at energy investment bank Taylor-DeJongh, said the economic and domestic energy benefits of access to cleaner burning natural gas will ultimately win out, but green groups may be able to make inroads in some areas.

    "It may slow down some of the development in some states," Sachs said. He said such delays would not necessarily be negative for development, because it would allow industry and regulators to address some of the public concerns.

    CHANGING THE MAP

    American Gas Association president Dave McCurdy recently told reporters that while there were some legitimate concerns about development, the problems were manageable.

    "None of those are going to halt the production of shale gas in this country," McCurdy told reporters earlier this month. "It is changing the political and economic map."

    Still, the expansion of shale production has spawned dozens of local groups and activists focused on combating development.

    Scott Ely, a resident of the small town of Dimock, Pennsylvania, very much at the epicenter of the fight over shale production, said he is trying to spread his story.

    Green groups have rallied in support of Ely and 10 other families in Dimock that say their water was contaminated after Cabot Oil and Gas began drilling in their area. Cabot has denied responsibility.

    "As far as the oil industry goes, this is a machine you're probably not going to be able to stop because the world needs its gas," Ely said in Dimock in December where supporters in a publicity event delivered fresh water to the families. "But because of what we did three years ago, when we started coming out, they've already started making changes in the way they operate."

    UK's Prince Philip leaves hospital after heart surgery (Reuters)

    LONDON (Reuters) ? Queen Elizabeth's 90-year-old husband Prince Philip left a British hospital on Tuesday after undergoing successful surgery to clear a blocked heart artery.

    With the window of the jeep he was travelling in wound down, Philip waved at the media as he left Papworth hospital near Cambridge.

    Philip, who was rushed into hospital by helicopter on December 23, has missed most of the royal family's Christmas festivities. The queen and Philip's grandchildren, including Prince William and Prince Harry, have visited him in hospital.

    Philip was on his way to his family's rural Sandringham estate in eastern England, Buckingham Palace said.

More people watch Netflix online than Hulu, and have since about 18 months ago. In November, 2011, comScore estimates that Netflix.com attracted 26.6 million unique visitors, versus 20.2 million for Hulu But a better metric to compare the two is how much time people actually spend at each site. And there Netflix trounces Hulu by two to one. U.S. visitors spent 1 billion minutes on Netflix.com in November, 2011, versus 480 million minutes on Hulu, according to comScore. (One caveat here is that people also go to Netflix.com to manage their DVD accounts and browse movie titles in addition to streaming videos, but the growth in time spent is most likely coming from streaming). Netflix has an edge over Hulu in that it streams more movies than TV shows, and those tend to be longer. But if that was the only factor, you'd expect to see the same ratio over time. Yet back in November, 2010, the two services were almost neck-and-neck in time spent, with Netflix users logging 750 million total minutes versus Hulu users logging 690 million.

    More paramedics needed in Qld: union

    Queensland needs to add 250 new ambulance officers every year to avoid a repeat of the situation that left badly burned celebrity chef Matt Golinski waiting 30 minutes for treatment, the ambulance union says.

    Just one paramedic was available to attend a Sunshine Coast house fire that left Mr Golinski severely burned, and claimed the lives of his wife and three daughters.

    The Ready, Steady Cook star remains in a critical but stable condition in Royal Brisbane Hospital with burns to more than 40 per cent of his body.

    Ambulance officials say they did the best they could for the Golinski family, getting to the fire within nine minutes of learning there were injuries.

    But Jeanette Temperley, spokeswoman for the union United Voice, told AAP the government could do better, as it was under-delivering by several hundred on its promised staffing numbers.

    "There was a promise made about five years ago for 1000 officers over four years," Ms Temperley told AAP.

    "We got 625 and then we got another 50 this year.

    "We were looking at 250 a year to keep up with population growth and the ageing population and 50 doesn't cover it.

    "I would be wanting the 250 a year."

    A police officer had to drive the ambulance to the local hospital while the intensive care paramedic worked on Mr Golinski, who was later transferred to Brisbane.

    Ms Temperley said it was "not ideal" for a police officer to drive an ambulance, but it was an accepted practice.

    "It's fairly common practice in remote areas that emergency services work together," she said.

    "We have no problems with that."

    Records show Mr Golinski, 39, waited almost 30 minutes before being treated by a paramedic.

    It took 27 minutes for an ambulance to arrive from the first call, which was a standard request to support a fire crew at the blaze.

    It was already en route when it got word there was a patient to treat.

    Emergency Services Minister Neil Roberts was confident the service had done its best.

    Ms Temperley said paramedics were under constant pressure because of a lack of resources and said the response time was not uncommon.

    "We'd be concerned that an ambulance takes that long, but it's not unusual," she said.

    "They are stretched (on the Sunshine Coast) as they are everywhere in the state."

    Police say there was nothing suspicious about the blaze that claimed the lives of Mr Golinski's wife Rachel, and their daughters Starlia, 13, and 12-year-old twins Sage and Willow.

    Earth-like planets: How will we know if they can sustain life? (VIDEO)

    The Kepler spacecraft has made two landmark discoveries of Earth-like planets this month. But determining whether such planets can sustain life would require years of additional study.?

    What makes for a potentially livable planet? That question moved center stage this month as NASA's Kepler mission passed two milestones.

    On Tuesday, the Kepler team announced the discovery of two truly Earth-size planets orbiting another star ? but too close to the star for life to emerge. This followed an announcement on Dec. 5 that the Kepler team had found a planet?in the host star's habitable zone, but?2.4?times larger that Earth.

    The findings move the Kepler team closer to its goal of finding other planets like ours. The spacecraft is searching 150,000 stars to see how many are like the sun and have planets roughly the same size and distance away as Earth.

    But researchers caution that even when Kepler eventually scores a direct hit, that will not be the end of the story. Astronomers will have to answer many more questions about such planets before they can suggest that any of them may be Earth-like, let alone livable for some form of life.

    According to Yale University astronomer Debra Fischer, three important pieces of this habitability puzzle begin with: a planet's distance from its sun, its mass, and the shape of its orbit.

    Other traits come into play, but "if we can find 100 planets that meet the three conditions, we will have have gone a long ways in our search for life," she writes in an e-mail exchange.

    Distance is most straightforward for Kepler to gauge.?The distance from the sun to the Earth is about 93 million miles, or 1 Astronomical Unit (AU). By some estimates, the habitable zone around a sun-like star ??where with a little help from an atmosphere, water can exist on the surface as solid, liquid, and gas ? is between 0.95 and 1.37 AU.

    The planet announced Dec. 5, Kepler 22b, is almost exactly 1 AU from its star.?But its mass has yet to be confidently established.

    Mass is important, because if a planet is a lightweight, with less than about half Earth's mass, it won't have enough gravity to retain much of an atmosphere. Mars, at 10 percent of Earth's mass, has had much of its atmosphere stripped away.

    "Too big is harder to quantify," Dr. Fischer adds.

    If a planet has only a few times Earth's mass, it might still be potentially habitable. But if a planet becomes too massive, its gravity could be too strong, meaning that it builds a thick, deep atmosphere, resulting in crushing atmospheric pressures on the surface.?

    For Kepler 22b, the best the Kepler team can do at the moment is give an upper limit to the mass ? 124 times Earth's mass.?The reason: Kepler's technique for pinpointing planets. It does this by gauging how they?briefly dim the light of their host star when they pass in front of it.

    While the team can make some rough estimates about a planet's mass from this technique, the best information on mass, as well as the shape of the orbit,?comes from a different technique used by ground-based astronomers. This approach measures the wobble the planet imposes on host star's spectrum as it orbits.?

    Knowing the planet's mass and its volume, researchers can also estimate its density, and so glean something about the planet's general composition by comparing its density with that of water. If the density is relatively small, it could be more gaseous, like a mini-Neptune. If the density is larger, it could suggest a denser, rocky planet.?

    Putin says he wants clean presidential vote (AP)

    MOSCOW ? Russian Prime Minister Vladimir Putin said Tuesday that the March election, in which he will seek to reclaim presidency, should be transparent and fair, but rejected demands from swelling numbers of protesters for a rerun of the fraud-tainted parliamentary election.

    Putin's United Russia party barely retained its majority in the Dec. 4 election despite alleged vote-rigging in its favor. Tens of thousands have protested since, urging an end to Putin's rule, including a Moscow rally last weekend that was the largest show of discontent since the Soviet collapse 20 years ago.

    Putin, who served as president in 2000-2008 and remained the country's most powerful figure after switching to the premier's seat due to a term limit, has responded to the protests by offering to ease his rigid controls over the political field. At the same time, he has sought to cast protesters as Western stooges working to weaken Russia.

    On Tuesday, during a meeting with supporters he dismissed the opposition as lacking a goal beyond fomenting turmoil, accused its leaders of trying to delegitimize elections and said they haven't proven their worth.

    "The problem is they lack a consolidated program, as well as clear and comprensible ways of achieving their goals, which aren't clear either," said Putin, who became prime minister after term limits forced him to leave the presidency. "They also lack people who are capable of doing something concrete."

    Putin again flatly rejected the demands for a rerun of the parliamentary vote, saying that "there can't be any talk about reviewing it."

    At the same time, he urged his supporters to ensure fairness of the presidential vote to prevent any possible criticism, and discussed details of his proposal to put web cameras at all polling stations. He also suggested that all ballot boxes be made transparent.

    "As a candidate, I don't need any vote-rigging," Putin said. "I want the election to be maximally transparent. I want to rely on people's will, on people's trust, and it makes no sense to work if it's missing."

    Putin and his protege Dmitry Medvedev, who succeeded him in the presidency and is expected to switch to the premiership after March, earlier rolled out a set of proposed political reforms intended to assuage public anger.

    They include relaxing registration rules for political parties and restoring direct elections of provincial governors abolished by Putin.

    But opposition leaders have rejected the government proposals as window-dressing, pointing out that they would only affect the next election cycle years away and vowing to continue street protests.

    Alexei Navalny, an anti-corruption lawyer and popular blogger who has been a key driving force behind the latest protests, vowed that up to a million demonstrators would take to the streets before the presidential election.

    In a surprise move reflecting the government's search for a strategy to respond to the protests, former finance minister Alexei Kudrin, who remains close to Putin, attended the weekend opposition rally and joined calls for the ouster of the Central Election Commission chief.

    Kudrin also proposed setting up a discussion panel where protesters and government authorities can exchange views, saying it would pave a path for reforms while lowering the risk of violence. He even suggested holding a repeat parliamentary election next fall.

    Kudrin told the business daily Vedomosti in remarks published Tuesday that he met with Putin prior to the rally to propose serving as a mediator between the protesters and the government. Kudrin insisted his proposals were his own initiative, and that the meeting with Putin showed that a "dialogue is possible."

    Some observers saw Kudrin's speech at the rally as part of Putin's efforts to soothe public anger.

    "The Kremlin isn't going to surrender, it simply has turned from a brutal crackdown to a sly flirting with the active part of the population," said Stanislav Belkovsky, a Moscow-based independent analyst.

    NFL Power Rankings, Week 17: CBS Sports Keeps 49ers At No. 4

    The conclusion of another week of NFL football means it is time for more power rankings. CBS Sports released their Week 17 NFL Power Rankings and as with most sites, the top of rankings remained static. Their top five remains the same and only one new team, the New York Giants, joined the top ten.

    The San Francisco 49ers remain locked in at the number four position with the Packers, Saints and Patriots ahead of them for now. CBS Sports provides a brief comment about each team with their ranking, and said of the 49ers:

    They run it and play good defense. That's a good style for the regular season. Come playoff time, they have to throw it better.

    The 49ers are 12-3 and have a chance to lock up the number two seed in the NFC with a win over the St. Louis Rams on Sunday. Getting a chance to host the New Orleans Saints at home in the second round would be infinitely more favorable to hosting a first round game and then traveling to the Superdome in round two. The Saints are downright dominant at home, but if you get them out in the elements, they are a much more beatable team.

    The 49ers do need to improve their red zone efficiency, which would entail some manner of improvement in the passing game. However, if they can bring their same strong defensive effort, the amount of necessary improvement might not be what some people think.

    (AP) ? A teenager was fatally stabbed and a second man wounded in attacks on London's most famous retail street as thousands of shoppers flocked to Britain's capital seeking post-Christmas bargains.

    The killing of the 18-year-old man on Oxford Street on Monday ? and a second wounding in the same road ? did little to deter shoppers crowding into neighboring stores in the landmark shopping district. Bargain hunters were also largely untroubled by a subway strike which badly disrupted the city's public transport services.

    Selfridges ? close to the scene of Monday's stabbing and one of Britain's most popular department stores ? reported its biggest ever first hour of trading Monday morning, while the New West End Company, which represents traders on central London's shopping streets, reported 15 million pounds (US$23.5 million) in sales in the first three hours of trading.

    Jace Tyrrell, of the New West End Company, said hundreds of thousands of people had visited central London retailers, despite action by police to cordon off parts of Oxford Street and temporarily close some stores after the attacks.

    "These incidents are extremely rare on Oxford Street and we understand arrests have been made," she said. "The emergency services were quick to respond and have cordoned off the street as they continue with their investigations. We are working to ensure the street is open to businesses and shoppers tomorrow."

    Tyrrell said shopkeepers had requested a meeting with police to discuss the incidents. "We understand both incidents involved gangs of youth who were known to each other (and) the police, and did not involve individual shoppers," she said.

    London's air ambulance helicopter had earlier rushed to the street following the fatal stabbing.

    Authorities said the teenage victim died before medics could administer help, while amateur video footage showed police struggling to part large crowds of shopper to allow emergency vehicles to reach the man.

    Police erected a tent outside a Foot Locker sports store as they carried out investigations and confirmed that about ten people had been arrested in connection with the death.

    Officers said a second stabbing took place close by ? on the corner of Oxford Street and Regent Street ? but insisted it wasn't immediately known if the two incidents were linked.

    Det. Chief Insp. Mark Dunne, of London's Metropolitan police, said two groups of young people appeared to have become involved in a large-scale altercation before the teenager's death.

    Dunne said that little more was known about the circumstances, but there were likely to be large numbers of witnesses. "This is probably the busiest place in the United Kingdom right now, on the busiest shopping day," he told reporters at the scene.

    "A number of weapons have been recovered from that scene ? whether I have got the murder weapon I don't know. There's an assortment of items, but no guns," he said.

    In the second attack, a 21-year-old man was stabbed in the leg and is being treated at a hospital for his wound.

    Police said in a statement that three men had been arrested, but it was "too early to say whether this incident is linked to a fatal stabbing on Oxford Street."

    On London's subway network, the ASLEF train drivers' labor union staged a one-day strike to demand extra pay and additional time off for members working on the public holiday.

    Despite the disruptions, huge crowds ? some lining up outside stores from midnight ? rushed into department stores in London and other British cities as soon as doors opened early Monday.

    The London Underground, the organization that manages the subway system, condemned the move, saying it was pointless and demonstrated "a complete disregard for our customers." Authorities said extra buses were running in main shopping areas to cater to the increased flow of travelers on one of the year's busiest shopping days.

    The ASLEF union has warned it plans to stage three more strikes in January and February if the dispute is not resolved.

    China software firms report high sales after government crack down on piracy

    Government's intensified efforts to root out software piracy are bringing concrete benefits to software providers.

    Kingsoft Corporation, China's renowned software company, posted sales of 130 million yuan during the first 11 months of this year, representing a sharp increase from annual sales of tens of millions of yuan in 2007.

    "This also reflects that Chinese consumers have heightened awareness on copyright protection," said Liu Chao, Kingsoft's product director.

    Kingsoft is not the only beneficiary.

    Huang Yaohui, Adobe's general manager of the Greater China Region, said that the usage rate of authorized Adobe software in China has continuously increased due to the government's copyright protection efforts.

    Huang said he is satisfactory with the current usage rate, though he declined to disclose the specific proportion of copyrighted Adobe software to pirated Adobe software in the country.

    As early as in 2006, Chinese authorities had issued a statement requiring all governmental departments to buy computers installed with copyrighted software.

    The government spent 1.07 billion yuan (169.84 m U.S. dollars) on purchasing copyrighted software during the 2007-2010 period, according to data from the Central Government Procurement Centre.

    This year, China has organized teams of inspectors to canvass central and local government computers to ensure that all the departments are using authorized software, and stepped up inspections of software pre-installation on computers sold in the country.

    Thanks to its continuous efforts, copyrighted software has already been installed in central government departments, and it will be popularized among local authorities next year, Chang Xiaocun, head of the market order department of the Ministry of Commerce, said Tuesday [20 December].

    The pre-installed rate of authorized operating systems in factory-produced computers in China reached 98.08 percent in 2010, and the rate for some companies like Lenovo and Acer had hit 100 percent.

    "Computers pre-installed with unauthorized software have long been a core problem for the software industry. We are glad to see such piracy is finally subsiding," said Han Jun, deputy director of the Technology Department of the Ministry of Industry and Information Technology.

    Han said that with the country's stronger attempt to shift from imitation to innovation, the government will work harder to root out piracy, such as handing out hefty penalties to offenders.

    The government's frequent campaigns against intellectual property infringement helped create a sound business environment and greatly boosted the development of the country's software industry.

    CAXA, the country's largest provider of computer-aided design software, also reported buoyant sales in recent years.

    "A domestic automaker bought 2,000 pieces of software from our company to replace its old ones," said Liu Aijun, CAXA technical director.

    "As China increasingly becomes the software developer and seller, rather than just the user, people's views on piracy will change. They will not tolerate it any more," Liu added.

    Consumers have shown preference to copyrighted software out of safety concerns, as unauthorized software often include computer viruses, worms and Trojan horses that permit outsiders to invade users' systems.

    A rise in people's incomes in recent years also helped promote the use of authorized software in the country.

    "Copyrighted software is becoming more affordable nowadays, so I feel less incentive to buy pirated pieces," a 28-year-old bank employee surnamed Zhang said.

    Despite much progress China has made in combating software piracy, it still needs to do more to protect intellectual property rights and reduce trade frictions with other countries.

    China should require government agencies to count software purchases as fixed assets subject to annual audits, and promote the use of licensed software among enterprises and individuals after pushing governments to use authorized software, said Chang Xiaocun.

    Cesium found in milk powder made by Japan?s Meiji ????????????

    Japan?s Meiji Holdings said on Dec. 6 that radioactive cesium was found in infant milk powder made by the food and dairy firm, in the latest food scare to grip the country nearly nine months after the Fukushima nuclear disaster.

    Worries over the safety of food supplies have shaken the public after the March 11 earthquake and tsunami crippled the Fukushima Daiichi plant in the worst nuclear accident in 25 years, spreading radiation over a large swathe of northern and eastern Japan.

    Cases of excessive radiation in vegetables, tea, milk, seafood and water have stoked anxiety despite assurance from public officials that the levels detected are not dangerous.

    Meiji said it is unsure exactly how the cesium got into the powdered milk, but it suspects radioactive substances emitted from the Fukushima accident may have been the source. A company spokesman told Reuters hot air used in the drying process may have contained cesium.

    Tests by Meiji showed that up to 30.8 becquerels of cesium was found per kilogram of the powdered milk. That is below the government-set permissible limit, but the firm will nevertheless conduct a voluntary recall of the product, called ?Meiji Step.?

    The limit set by Japan?s health ministry is 200 becquerels per kilogram for powdered milk, an official at the ministry?s department of food safety said.

    (AP) ? A blind dog that was lost and believed to be dead is reunited with his San Antonio family for Christmas, thanks to Craigslist, a school teacher and an animal care agency.

    Nearly a month after Stevie Oedipus Wonder disappeared ? and was reported dead ? the cairn terrier mix puppy is home for the holiday, the San Antonio Express-News reported Saturday (http://bit.ly/unONGF .)

    "This is my Christmas miracle," Stevie's owner Belinda Gutierrez said. "I actually thought I was going to have a sad end of the year and a sad Christmas."

    Stevie, a dog born without eyes and apparently abused by a previous owner, was found early in 2011 by Gutierrez's daughter as he wandered near a city duck pond. Instantly, the dog became a part of the family, responding to their voices and dragging Gutierrez out for exercise.

    Days after Thanksgiving, though, Stevie escaped ? disappearing from the family's home. Days later, Gutierrez's landlord told her the dog was dead.

    On Dec. 11, Stevie showed up at Animal Care Services. A collar and tag kept him alive for five days, Jeanne Saadi, the agency's live release coordinator, said. But with outdated information, the agency failed to find his owners and prepared to euthanize him.

    That's when Brooke Orr, a high school teacher, saw the agency's ad seeking a home for the blind dog. She agreed to care for Stevie over the holidays, buying him a few more days.

    Meanwhile, Gutierrez's distraught daughter posted a lost dog notice on Craigslist, hoping someone would see it and return Stevie.

    Orr noticed the tag dangling on the dog's neck.

    "I thought that he must belong to someone. So I went to Craigslist and went to lost and found and I put in 'blind dog,' and there he was," she said.

    She contacted Gutierrez, who arrived at the Animal Care Services on Thursday uncertain the dog would be able to recognize her.

    "All he had to do was hear my voice," she said. "I stood at the entrance of the kennel building and called out 'Stevie, Stevie.' And he started barking all over the place."

    Now back at home, Stevie will awake Christmas morning to a stocking stuffed with doggy treats, rawhide chew toys and carrots, one of his favorites.
