Common scams to watch for in Europe

Europe is safe when it comes to violent crime. But it's a surprisingly creative place when it comes to travel scams. Pickpockets and con artists target Americans ? not because these crooks are mean, but because they're smart.

Americans are known as the ones with all the good stuff in their bags and wallets. Even those who pay attention to my advice about money belts can get burned. Recently I met an American woman whose purse was stolen, and in her purse was her money belt. (My advice: Wear your money belt tucked in under your clothes.)

Here's a rundown of popular scams, old and new, in the hopes you'll avoid them in your travels:

Clever scammers are taking advantage of our addiction to technology. Europeans love their mobile phones, but watch out if the cashier at the souvenir shop is busy talking on her phone while ringing up your purchase. Unscrupulous clerks have used phone cameras to take pictures of customers' credit-card numbers. My advice: It pays to pay with cash. Withdraw money from ATMs and pay for nearly all of your purchases with local currency.

Maintain personal space
Many of the most successful scams require a naive and trusting tourist. Here's an example: As you're strolling down an alley in Rome, a local taps your shoulder and points to what appears to be bird droppings on your jacket. While the friendly local helps you wipe it off, his partner swipes your backpack. The lesson: Be wary of any unusually close contact or a commotion in crowded public (especially touristy) places. If you're alert and savvy, you can avoid most problems.

Watch out for "instant friends." Here's a scenario: A well-spoken, well-dressed gentleman approaches you in Munich. He explains that he's a leather-jacket salesman, and he needs directions to drive to a nearby landmark. He chats you up ("Oh, really? My wife is from Omaha!") and gives you the feeling that you're now friends. When finished, he reaches in his car and pulls out a "designer leather jacket" which he gives to you as a gift for your helpfulness. Oh, and by the way, his credit card isn't working, and could you please give him some cash to buy gas? He takes off with the cash, and you later realize that you've paid way too much for your new vinyl jacket.

Don't buy anything literally off the street. Here's a scam: An innocent-looking person picks up a ring on the ground in front of you and asks if you dropped it. When you say no, the person examines the ring more closely, then shows you a mark "proving" that it's pure gold. He offers to sell it to you for a good price ? far more than he paid for it before dropping it on the sidewalk.

Avoid getting roped into unsolicited gifts and guilt trips. A street vendor approaches you in Paris and asks if you'll help him with a "demonstration." He proceeds to make a friendship bracelet right on your arm. When finished, he asks you to pay a premium for the bracelet he created just for you. And, since you can't easily take it off on the spot, you feel obliged to pay up.

Be aware, but have fun
If you didn't break it, don't fix it. Here's an example: Everyone is taking pictures of Buckingham Palace, and someone comes up with a camera and asks that you take his picture. But the camera doesn't seem to work. When you hand it back, the "tourist" fumbles and drops it on the ground, where it breaks into pieces. He will either ask you to pay for repairs or lift your wallet while you are bending over to pick up the broken object. If you sniff a whiff of a scam, just walk away.

There are scads of scams, but it's important to keep in mind that relatively few Europeans are con artists, and Europe is not a risky place to visit. Probably the worst scam that happened to me was getting ripped off by an exchange bureau, and it was my own fault for not reading their fine print.

Be aware of the pitfalls of traveling, but relax and have fun. Limit your vulnerability rather than your travels. Leave precious valuables at home and wear your money belt on the road. Most people in every country are on your side.

And if you do happen to get scammed, as even the brightest and most cautious traveler can, know that you'll survive it. It may not help at the time, but try to remember that your loss will make for a good story when you get home.

Issuers report fewer credit card payment issues

It was a bumpy summer for credit card issuers, but most of the top banks reported that their customers continued to make their payments on time.

Default rates were down at four of the five companies that reported their August results by midday Thursday. Only Capital One Financial Corp. had an uptick in the rate of its write-offs of uncollectible balances.

Capital One also posted a slight increase in its rate of payments late by 30 days or more, which is considered an indicator of future default.

Discover Financial Services, American Express, Chase and Bank of America reported continued declines in both rates.

Citibank is expected to report August results to the Securities and Exchange Commission later Thursday.

The results were similar in July, with a few banks reporting slight increases but most reporting improvements in defaults, or charge-offs, and delinquencies.

Overall, both defaults and delinquencies have dropped sharply since hitting their peaks. Late payments, in particularly, are now at historically low points.

Charge-off rates for cards peaked in the second quarter of 2010 at 10.96 percent, according to Fed data, and were down to 5.6 percent in the latest second quarter. Monthly data from most card issuers has shown continued declines, which will be reflected in third-quarter figures. Industrywide delinquency rates were down to 3.62 percent in the second quarter, after peaking in the second quarter of 2009 at 6.76 percent.

One reason consumers are able to keep up with their payments is that balances have dropped sharply since the height of the recession. Lower balances translates to lower minimum payments.

The Federal Reserve said total revolving credit balances, which are mostly credit cards, dropped at an annual rate of 5.25 percent in July, to $792.5 billion. That's down 21 percent since the peak in 2008 of $957.5 billion. The drop reflects both an effort on the part of card users to pay down debt and the amount that banks have written off as uncollectible, which Moody's Investor Services estimates at more than $75 billion since 2009.

Reforms passed in 2009 are also helping consumers, industry watchers have said. Limiting the fees that banks can tack on and the speed at which they can raise interest rates has helped consumers reduce their balances.

Analysts expect rates to remain low, even while individual banks might see blips along the way.

"It's tough to say there's going to be further improvement, just because there's been so much improvement up to this point," said Cynthia Ullrich, an analyst with Fitch Ratings.

(AP) ? Denmark elected its first female prime minister Thursday, ousting the right-wing government from power after 10 years of pro-market reforms and ever-stricter controls on immigration.

Near complete official results showed a left-leaning bloc led by Social Democrat Helle Thorning-Schmidt would gain a narrow majority in the 179-seat Parliament.

"There is no parliamentary support for our government," outgoing Prime Minister Lars Loekke Rasmussen said, adding he would present his Cabinet's resignation Friday to Queen Margrethe, Denmark's figurehead monarch.

"So tonight I hand over the keys to the prime minister's office to Helle Thorning-Schmidt. And dear Helle, take good care of them. You're only borrowing them," Loekke Rasmussen said.

The result means Denmark will get a new government that could roll back some of the austerity measures introduced by Loekke Rasmussen amid Europe's debt crisis.

A majority for the "red bloc" also deprives the anti-immigration Danish People's Party of the kingmaker role it has used to tighten Denmark's borders and stem the flow of asylum-seekers.

The opposition won 89 of the mainland seats compared to 86 for the governing coalition, according to preliminary results with 99 percent of votes counted. The "red bloc" was expected to win at least two of the four seats allocated to the semiautonomous territories of Greenland and the Faeroe Islands.

A power shift isn't likely to yield major changes in consensus-oriented Denmark, where there is broad agreement on the need for a robust welfare system financed by high taxes.

But the two sides differ on the depth of austerity measures needed to keep Denmark's finances intact amid the uncertainty of the global economy.

Thorning-Schmidt, 44, wants to protect the welfare system by raising taxes on the rich and extending the average working day by 12 minutes.

Loekke Rasmussen says tax hikes would harm the competitiveness of a nation that already has the highest tax pressure in the world.

"We need sound public finances without raising taxes," Loekke Rasmussen, 47, told reporters after casting his ballot in Graested, north of Copenhagen.

The Social Democrats teamed up with the working-class Socialist People's Party and also count on support from the centrist Social Liberals and the small, left-wing Red-Green Alliance,

Loekke Rasmussen took credit for steering Denmark through the financial crisis in better shape than many other European countries. However, the rebound has been slower than in neighboring Nordic nations and the government projects budget deficits of 3.8 percent of gross domestic product in 2011 and 4.6 percent in 2012.

Although Denmark isn't part of the debt-ridden eurozone, its currency is pegged to the euro and the country's export-driven economy is affected by shocks from Europe and beyond.

The government's reforms include gradually raising the retirement age by two years to 67 by 2020 and trimming benefit periods for early retirement and unemployment.

The economy emerged as the top election theme, to the chagrin of the Danish People's Party, which has used its kingmaker role in previous elections to push through immigration laws that are among Europe's toughest.

Thorning-Schmidt isn't likely to make any major changes to those laws, but she's promised to overhaul a system of beefed-up customs controls at borders with Germany and Sweden, which critics say violates the spirit of EU agreements on the free movement of people and goods.
